The President of the United States has enormous power to use the world’s most powerful military around the globe. The drafters of the U.S. Constitution however envisioned that Congress would maintain the power to declare war.
In practice, the US Congress has only declared war five times in history, while US presidents have initiated military action, prior to any congressional approval, more than 120 times.
In other instances, US presidents have committed military forces without any congressional approval; for example in Libya in 2011.
The proposed War Powers Consultation Act of 2014 seeks to clarify this, introduced jointly by Democratic Senator Tim Kaine and Republican Senator John McCain in January this year.
